The International Theological Commission is part of the Congregation for the Doctrine of the Faith and gathers together the most eminent theologians from across the world, to advise the Pope on difficult or controversial issues.
The question of what happens to the souls of un-baptised infants and where they go after death has long been of concern to parents and theologians alike. The theory of Limbo was elaborated in the middle ages trying to answer this question. The 1992 Catechism of the Catholic Church did not mention Limbo but said that infants who die unbaptised are entrusted to the mercy of God. This document explains the reason for that trust.
